That 4am time is unconfirmed, but it'd be unlikely to be confirmed in advance. And, a NOTAM is a A Notice to Airmen or Notice to Air Missions. Its been issued by Russian Air Traffic Control for safety reasons. As good a sign as any of impending military action.
